Tightening conditions for permanent residence permits
Obtaining a permanent residence permit in Finland will, as a rule, require six years of residence as well as skills in Finnish or Swedish and work experience. However, the permit can be obtained faster with sufficiently high income, excellent language skills or by completing a higher education degree in Finland.

Linking agricultural subsidies to working conditions
Receipt of agricultural subsidies will be linked to compliance with employees' working conditions and occupational safety from the beginning of 2025. In addition, national aid for crop production can be paid in advance earlier than at present.

Facilitating vocational education exports
Finnish vocational qualifications can be exported abroad more flexibly by adapting qualification requirements to conditions in the target countries. At the same time, fee-based educational cooperation between educational institutions in Finland will be clarified.

Streamlining cross-border dispute resolution
The handling of cross-border small disputes and debt claims in the EU will be streamlined. A procedure for applying to review an issued judgment or order for payment in exceptional circumstances will be added.
