The selection procedure and terms of office of Kela's top management will change, and the institution's auditing will be transferred entirely to professional auditors. Kela will be able to provide executive assistance and IT system services to other authorities during serious disruptions.

Establishing maternity of birth mothers
The maternity of a birth mother could be established and confirmed by an authority through DNA testing if documentary evidence is not available. In addition, a court could, as a last resort, order a parentage test to be carried out on a deceased person who has been buried.

Safeguarding additional debt restructuring payments
Creditors' ability to demand additional payments from a debtor will be safeguarded in old debt restructurings. The change applies to situations where a payment schedule was confirmed before July 2022.

Ending ministry confirmation of regional plans
Regional land use plans and joint municipal master plans will no longer need to be submitted to the Ministry of the Environment for confirmation. Plans will enter into force directly on the basis of local decisions, and related appeals will be handled by the administrative courts.
