Reservists of the Finnish Border Guard could be called up for refresher training on an expedited schedule to ensure border security as well. The call-up could be issued without the usual three-month notice period if the border situation changes abruptly.

Enhancing health and social services preparedness
The Ministry of Social Affairs and Health and the wellbeing services counties maintaining university hospitals would be granted powers to lead health and social services during extensive disruptions and states of emergency. At the same time, a national preparedness group would be established to support decision-making and the transfer of resources between areas.

Updating emergency powers for hybrid threats
The Emergency Powers Act will be amended to include the possibility of introducing emergency powers in serious hybrid threat situations. The amendment will improve authorities' ability to act swiftly during, for example, cyberattacks, the instrumentalisation of migration or disruptions to critical infrastructure.
