Enhancing authorities' operations abroad and assistance
Finnish authorities will be able to act and support each other abroad independently based on Finland's own needs without a request from another state, for example in evacuation and crisis situations. At the same time, co-operation with key international partner countries will be facilitated and decision-making on urgent security threats accelerated.

Countering unmarked military groups
Authorities will be granted the right to intervene in the activities of military groups operating without state insignia and to use force against them throughout the country. The entry of an unmarked military group into the country will be criminalised as a violation of territorial integrity.
