Enabling a state development company
State ownership steering will be extended to cover state development companies and their direct corporate holdings. At the same time, the bill provides that Parliament's consent will always be required if the state's share of voting rights in a company falls to one third or below.

Renaming the Ministry for Foreign Affairs
The official Finnish name of the Ministry for Foreign Affairs will be changed to ulkoministeriö. At the same time, the rules on how decisions on appointments to fixed-term public-service posts are made in the Government will be clarified.

Strengthening state leadership situational awareness
The duties and rights of access to information of the Government Situation Centre will be laid down in a separate act. Authorities will be required to report security incidents to the Situation Centre so that state leadership always has access to an up-to-date overall picture.

Temporary reduction in ministerial remuneration
The remuneration of ministers and the Prime Minister will be temporarily reduced by 7 per cent for the duration of the parliamentary term. The cut consists of a 5 per cent reduction in remuneration and an additional 2 per cent deduction corresponding to approximately one week's salary.
