Combining and streamlining language examinations
Language examinations for public administration will be merged into the National Certificates of Language Proficiency, and examinations can also be taken in subtests. At the same time, examination certificates will become electronic and results will be made available in the My Studyinfo service.

Free civil service language examinations
The civil service language examination demonstrating excellent proficiency in Finnish or Swedish will become free of charge for upper secondary school graduates and higher education students. Candidates may register free of charge up to three times per examination component.

Regional duty transfers and new agency
Duties of the state and municipalities will be transferred to new self-governing regions and to the State Licensing and Supervisory Agency to be established. The reform brings together the licensing and supervisory duties of the current Regional State Administrative Agencies, Valvira and the ELY Centre (Centre for Economic Development, Transport and the Environment) into a single agency.

Improving central government knowledge management
The State Treasury and the Finnish Government Shared Services Centre for Finance and HR will begin providing centralised analysis and reporting services to support decision-making in central government. The agencies will be granted the right to compile and combine central government operational and financial data from the registers of various service providers.

The Population Register Centre and the local register offices will be merged into a new nationwide Digital and Population Data Services Agency. The new agency will promote public administration e-services and be responsible for citizens' everyday register and legal protection services.
