    Regional duty transfers and new agency

    Duties of the state and municipalities will be transferred to new self-governing regions and to the State Licensing and Supervisory Agency to be established. The reform brings together the licensing and supervisory duties of the current Regional State Administrative Agencies, Valvira and the ELY Centre (Centre for Economic Development, Transport and the Environment) into a single agency.

    The qualification requirements for senior police management will be raised to statutory level and harmonised with the rest of central government. Leadership positions will require a suitable higher university degree instead of the previously restricted list of qualifying degrees.
