Clarifying military service rules
Men with the right of domicile in Åland will be able to apply to complete military service by waiving their exemption through an official procedure. Persons who have confirmed their gender will be enabled to continue service without interruption and retain the right to remain in the reserve.

The number of payment-free months for low-income debtors under enforcement will be increased, leaving them with more money for their own use. In addition, exceptionally high expenses incurred in acquiring income, such as commuting costs, may reduce monthly distraint.

Waiving supervision fees for tour operators
Tour operators will not be charged the statutory supervision and insolvency protection fee for 2020. The amendment will ease the financial situation of travel agencies facing difficulties due to the coronavirus pandemic and travel restrictions.

Abolishing conscription exemption for Jehovah's Witnesses
The separate right of Jehovah's Witnesses to be exempt from military and non-military service will be abolished. Like people of other convictions, they will have to complete military service or non-military service.

Intervening in municipal administrative crises
The state could appoint an investigator to resolve exceptional administrative difficulties in a municipality if the municipality is unable to act itself. An elected municipal official suspected of an offence could ultimately be suspended from office by ministerial decision.
