The National Emergency Supply Agency will be converted into a government agency, and its employees will transfer to public-service employment relationships. At the same time, the financing and steering model for security of supply will be reformed to reflect the changed security environment.

Strengthening gas storage and security of supply
A temporary additional natural gas storage obligation will be introduced in Finland for the years 2022–2025 to ensure security of supply in an exceptional market situation. At the same time, the scope of customers protected in a gas shortage will be expanded from households to also cover critical public services and the food industry.

Clarifying rules on emergency oil stocks
