Allowing drones for hunting invasive species
Drones may be used as an aid in hunting and tracking harmful invasive mammal species, such as raccoon dogs. At the same time, a longer transitional period of up to three years can be laid down for new prohibited invasive species.

Updating rules on old nature reserves
Protection provisions for national parks, strict nature reserves and other protected areas established before 1996 will be elevated from decree level directly into acts of Parliament. The boundaries and main rules of use for the areas will remain largely unchanged, but they will be aligned with the new Nature Conservation Act.

Catch reporting for recreational fishers
Recreational fishers will be required to report their catches of certain species, such as salmonids and invasive alien species. The Natural Resources Institute Finland will begin compiling regular reports on the state of fish stocks to support decision-making and fisheries management.

Strengthening control of invasive alien species
Raccoon dogs, American minks and certain other invasive alien species will be removed from the list of game animals to make trapping and destroying them easier than before. At the same time, the golden jackal, which may spread to Finland, will be added as a game species to manage its population.

Mandatory treatment of ship ballast water
Ships operating in international traffic will have to treat their ballast water to prevent the spread of harmful alien species. The requirements will apply to vessels flying the Finnish flag as well as international vessels calling at Finnish ports.

Preventing the spread of invasive species
The import, breeding and sale of invasive alien species will be prohibited in Finland to safeguard biodiversity. Property owners and sector businesses will be required to prevent the spread of invasive species.
