Expanding intelligence and crime prevention powers
The Constitution will be amended so that provisions can be laid down by act to grant authorities the right to restrict the sanctity of the home and the secrecy of confidential communications in order to combat serious crime and security threats. This will enable intelligence and surveillance to target homes and confidential messages even before a concrete crime has occurred or an individualised suspicion of a crime exists.

Civilian intelligence powers for Supo
Legislation on civilian intelligence will be created in Finland, granting the Finnish Security and Intelligence Service (Supo) powers to gather information on activities threatening national security both domestically and abroad. At the same time, criminal pre-trial investigation powers will be removed from Supo, and independent oversight of legality will be created for its activities.

Allowing intelligence activities in the Constitution
The Constitution would be amended so that the secrecy of confidential communications can be restricted to protect national security and monitor military activities. The amendment creates the legal basis for enacting new civilian and military intelligence legislation.
