Streamlining registration of moves with Estonia
Finland and Estonia will begin exchanging population register data electronically, meaning that persons moving between the countries will not need to submit the same certificates separately to both countries. At the same time, it ensures that a person can have a permanent place of residence in only one country at a time.

Permitting investigations of the Estonia wreck
Authorities would be permitted to carry out investigations and inquiries at the wreck of the Estonia notwithstanding the protection provisions. The aim is to examine the significance to the sinking of the vessel of new ruptures discovered in the side of the wreck.

Finland will repeal an old act that was intended to implement agreements concerning World Trade Organization commitments on trade in services. The act was never brought into force because the agreements entered into force directly through the European Union.

Updating the environmental impact assessment list
The list of projects requiring an environmental impact assessment (EIA) will be updated to better correspond to the EU directive and current technology. Certain large projects will fall directly under the assessment procedure, while the size thresholds for some projects will be raised.
