Permitting nuclear weapon import and transit
Finland will permit the import, transport and possession of nuclear weapons as part of the collective defence of the military alliance Nato or defence cooperation. The manufacture, acquisition and detonation of nuclear weapons will remain completely prohibited in Finland.

Reforming STUK operations and supervision fees
The independent status and core duties of the Radiation and Nuclear Safety Authority (STUK) would be updated in a new act in line with EU regulation. At the same time, annual supervision fees for companies and other operators engaged in radiation practices would be increased.

Expanding appeal rights for chemical permits
Environmental and health organisations as well as municipalities will obtain the right to appeal permit decisions concerning dangerous chemicals and explosives. In addition, the flow of information and consideration of transboundary environmental impacts will be improved in permit procedures for industrial, mining and nuclear energy projects.

Enabling nuclear cooperation with Saudi Arabia
Finland and Saudi Arabia agree on cooperation regarding the peaceful use of nuclear energy. The agreement creates a framework for research and expert cooperation between the two countries and for exporting sectoral expertise.
