Shortening change negotiations and raising threshold
The application threshold for the Act on Co-operation within Undertakings would be raised to 50 employees, and the minimum durations of change negotiations would be halved. Smaller enterprises with 20–49 employees would retain an obligation for lighter dialogue, and would only face change negotiations in large-scale workforce reductions.

Bringing church co-operation into law
Co-operation of personnel within the Evangelical Lutheran Church will be governed by a separate act instead of the current system based on collective agreements. The reform would strengthen church employees' access to information, opportunities to exert influence and legal protection in situations of change.

Reforming registration of occupational safety personnel
Maintenance of the register of occupational safety and health co-operation personnel at workplaces will be transferred from the Ministry of Social Affairs and Health to the Centre for Occupational Safety. At the same time, the information required from employers will be reduced and the disclosure of data for occupational safety and health purposes will be clarified.

Extending COVID-19 labour law flexibilities
The exceptional employment rules introduced due to the coronavirus crisis will be extended until the end of 2020. Employers will continue to be able to lay off employees on an expedited timetable.

Reforming workplace co-operation and dialogue
Workplaces will be required to engage in regular dialogue between the employer and personnel and to draw up a work community development plan. Previous co-operation negotiations will be replaced by change negotiations in which personnel representatives have the right to present written alternatives.

Speeding up lay-offs and probationary dismissals
Employers can lay off employees faster than before, and the right to lay off employees is extended to fixed-term employees as well. In addition, an employment contract can be cancelled during a probationary period on production-related or financial grounds.

Harmonising terms of church officeholders
Provisions governing church officeholders will be amended to align with general employment and civil service law. Hiring the long-term unemployed on fixed-term contracts will become easier, and overlapping consultation procedures in redundancies will be eliminated.
