Reforming social welfare services
The Social Welfare Act will be reformed by easing recording and administrative obligations on professionals and combining services that support work ability and families. At the same time, the Act on Rehabilitative Work Activities will be repealed and certain client fees for social services will be raised.

Broadening substitute social worker eligibility
A person who holds a relevant higher education degree in social services or social sciences and has completed basic and intermediate studies in social work may also serve as a substitute social worker. The reform will ease the shortage of staff in the social services sector and in child welfare in particular.

Comprehensive reform of child welfare
The current legislation will be replaced by a new act that shifts the focus of support for children and families from heavy measures to early basic services. The threshold for becoming a child welfare client will be raised, and child welfare institutions may recruit their own security personnel.

Capping child welfare caseloads
A statutory maximum caseload would be set for child welfare social workers so that workers have more time to focus on each child's situation. A single social worker could be responsible for a maximum of 35 children in 2022–2023 and a maximum of 30 children from 2024 onwards.
