Abolishing daycare-specific equality plans
Act amending section 6 a of the Non-discrimination Act

What is proposed
The obligation to draw up unit-specific operational equality plans in early childhood education and care will be removed from the Non-discrimination Act. The organiser or service provider of early childhood education and care will draw up a single joint equality plan covering all units under its responsibility, including family day care and open early childhood education and care. At the same time, the statutory obligations to draw up the plan in cooperation with staff and to consult children and their guardians on promotional measures will be removed.
What it means
The change will reduce administrative work for municipalities and around 1,000 private daycare centres, shifting working time to work with children. As a result of deregulation, around 43,900 euros per year will be saved from central government transfers to local government for basic public services. However, the separate obligation under the Act on Equality between Women and Men to draw up a unit-specific gender equality plan will remain in force. The act will enter into force on 1 January 2025, and the new organiser- and service provider-specific equality plans must be ready within one year of entry into force.

Key points of the debate
The debate centred on the abolition of daycare-specific equality plans and replacing them with a joint municipal or organiser-specific plan. The government parties considered the reform necessary deregulation that frees employees' time from administration to caring for children. The opposition opposed the proposal, viewing it as a measure that undermines children's rights and equality while achieving only negligible financial savings.
- Does the abolition of unit-specific plans undermine children's equality and the prevention of discrimination?
- Does dismantling the obligations genuinely free staff time for practical pedagogical work?
- Are the financial savings achieved sufficient relative to the potential drawbacks?
- National Coalition PartyIn favour
The National Coalition Party supports the proposal, as abolishing unit-specific plans dismantles unnecessary bureaucracy and gives staff more time to focus on working with children. The group points out that the general duty to promote equality remains in place.
— Mia Laiho - Finns PartyIn favour
The Finns Party supports centralising planning under a single organiser so that daycare workers are spared paperwork and can concentrate on the children. According to the group, even small savings add up to a significant total to balance public finances.
”Eli tällä muutoksella kumotaan viime kaudella tehty uudistus, jolla haluttiin lisätä tätä hallinnollista taakkaa varhaiskasvatuksen eri yksiköissä työntekijöille.”
— Miko Bergbom - Social DemocratsAgainst
The Social Democrats oppose the proposal because unit-specific plans best take into account the daily reality and challenges of each daycare centre. In the group's view, the proposed savings of tens of thousands of euros are negligible compared to the potential risks of social exclusion.
”Siksi onkin surullista, että hallitus on heikentämässä varhaiskasvatuksessa tehtävää suunnitelmallista yhdenvertaisuustyötä lähes olemattoman säästön aikaansaamiseksi.”
— Eeva-Johanna Eloranta - GreensAgainst
The Greens oppose the proposal, considering it an ideological measure that weakens children's protection against discrimination and international agreements. According to the group, removing the planning obligation prevents staff from identifying local training needs and equality issues.
”Esitys yhdenvertaisuuslain 6 a §:n muuttamisesta heikentää yhdenvertaisuuden toteutumista varhaiskasvatuksessa eikä siten ole kannatettava muutos, eli kannatan hylkäyksiä, joita tässä esitettiin.”
— Inka Hopsu - Left AllianceAgainst
The Left Alliance calls for the rejection of the bill, arguing that unit-specific differences cannot be addressed through general guidance alone. According to the group, unit-specific planning is an empirically proven way to ensure equality in early childhood education and care.

Laki yhdenvertaisuuslain 6 a §:n muuttamisesta
Eduskunnan päätöksen mukaisesti muutetaan yhdenvertaisuuslain (1325/2014) 6 a §, sellaisena kuin se on laissa 1192/2022, seuraavasti:
6 a §Velvollisuus edistää yhdenvertaisuutta varhaiskasvatuksessa
