Pledging fishing quotas as loan collateral
Commercial fishers will be able to pledge the rights of use to their fishing quotas as collateral for bank loans for investments. At the same time, the conditions for trap net fishing of Baltic herring will be eased and the forfeiture of fishing rights to the state will be prevented where fishing has been hindered by fishing bans or poor catches.

Cutting insurance aid for commercial fishing
Fishing gear on fishing vessels over 12 metres will be excluded from state insurance aid, and support for coastal fishing will be reduced. The changes will generate central government savings and bring provisions in line with EU state aid rules.

Expanding crew reporting for fishing vessels
Masters of all commercial fishing vessels must submit the vessel's crew list ashore before departure or immediately after departure if the vessel employs hired labour. The amendment aims to improve the safety of fishers and speed up search and rescue operations in accidents.

Safeguarding full-time commercial fishers
The turnover threshold for full-time commercial fishers would be maintained at 10,000 euros so that fishers do not lose their subsidies or fishing rights due to an increase in the value added tax (VAT) threshold. In addition, fisheries sector enterprises could receive investment subsidies in advance to alleviate the COVID-19 situation.

Tighter control of fishing quota concentration
Commercial fishers will have to report their company's ownership structure annually when applying for fishing quotas. This will enable authorities to monitor more effectively than at present that fishing quotas do not become excessively concentrated among the same owners.

Reforming fishing quotas and salmon monitoring
The quota system for commercial fishing and its flexibilities will be clarified. A mandatory tagging and notification requirement will be introduced for salmon caught in river areas for sale, in order to curb illegal fishing.

Revising fishing fuel tax exemptions
Fuels used in commercial fishing will remain exempt from tax, but the conditions for the exemption will be aligned with the new Fishing Act. Only operators belonging to the registered primary group of commercial fishers will be permitted to use tax-exempt fuel.
