Abolishing higher education application fees
Applicants to higher education institutions will no longer be charged a separate processing fee when applying on the basis of studies completed outside the EU or EEA. The application process will become free of charge before tuition fees for students from outside the EU and EEA enter into force.

Freezing index increases for higher education
No index increases corresponding to rising costs will be made to central government funding for universities and universities of applied sciences in the years 2016–2019. The government funding received by higher education institutions will thus not increase with rising prices and wages.

Ending study grant index adjustments
Annual index adjustments to the study grant will be abolished, meaning the grant amount will no longer increase automatically in line with the cost of living. At the same time, the parental income limits for 18-to-19-year-old upper secondary students living independently will be raised, and the eligibility conditions for student financial aid for studying abroad will be made more flexible.
