Introducing combination insurance in unemployment security
People engaged in both paid employment and entrepreneurial activity will be able to combine their different income sources to meet the condition regarding previous employment in unemployment security. Working grants and foster carer fees can also be taken into account in earnings-related unemployment security.

Abolishing adult education allowance and job alternation
The adult education allowance, the scholarship for qualified competence and job alternation leave will be abolished entirely. Employees and entrepreneurs will no longer be able to receive these financial benefits during periods of study or leave from working life.

Flexibility in pensions and grant cover
Viewing an earnings-related pension record online will replace posting a paper record for three years, and grant recipients will be able to adjust their pension cover during a grant period if their work situation changes. At the same time, employers' liability for disability pensions from short employment relationships will be eased.

Improving student financial aid for minors
Students under 18 years of age living independently will receive the basic amount of the study grant without taking parental income into account. In addition, grants and scholarships will no longer be counted as income in student financial aid.

Tuition fees for non-EU students
Finnish higher education institutions will start charging tuition fees to students from outside the EU and EEA in foreign-language degree programmes. At the same time, higher education institutions will be required to establish a scholarship system to support fee-paying students.

The Education Fund and the Unemployment Insurance Fund will be merged into a new Employment Fund from the start of 2019. The benefits granted by the funds and their financing will remain unchanged.

All individuals who have completed a vocational qualification and have at least five years of employment history will be eligible for a vocational qualification grant. At the same time, the increased grant paid for a first qualification will be abolished, and the upper age limit for the grant will rise to 68.

Clarifying suspension of artist grants
Recipients of a state artist grant will be able to suspend or postpone their grant period under conditions laid down in the act, for instance due to paid employment. At the same time, awarding artist grants for studies will be abolished.
