Streamlining land-use planning
Finland's land use legislation will be reformed to streamline land-use planning and promote investments. The reform eases guidance from the regional land use plan, sets a minimum distance for wind turbines, and strengthens landowners' right of initiative in planning.

Strengthening municipal and environmental roles in mining
The Mining Act will be amended so that establishing a new mine will always require a plan approved by the municipality. Abolishing mandatory district heating in local plans
Municipalities will no longer be able to require new buildings to connect to the district heating network in local detailed plans. Property owners and builders will be free to choose the heating method for their buildings.

Formation of three-dimensional properties
Three-dimensional properties delimited in height and depth will be able to be formed below or above ground level in local detailed plan areas. The change will clarify the ownership and financing of multi-level projects, such as underground car parks, shopping centres and transport premises.

Reforming building rights and space requirements
Permitted building rights may be exceeded by the space taken up by civil defence shelters, building services shafts, and thick dividing walls. At the same time, powers will be added to the act to lay down more detailed provisions on space requirements and indoor mobile phone reception.

Transferring building exemptions to municipalities
The authority to grant exemption permits for building and shoreline construction will be transferred entirely from the ELY Centres (Centres for Economic Development, Transport and the Environment) to municipalities. In addition, office and commercial premises can be converted into housing using regional exemption permits more easily than before.
