Easier smoking bans in housing companies
Housing companies would be granted the right to ban smoking on residents' balconies and in apartments by their own decision without a municipal permit process. At the same time, the sale of CBD and certain other cannabinoids in tobacco products and tobacco substitutes would be prohibited.

Reforming right-of-occupancy restrictions and selection
Loss-making and underutilised right-of-occupancy buildings could be relinquished, allowing residents to buy their dwelling or remain as tenants. Paid queue numbers for housing applications would be abolished in favour of allocating homes in order of receipt of applications.

Moving students to housing supplement
Students without children will be transferred from the general housing allowance to the housing supplement of student financial aid from 1 August 2025. The housing supplement is an individual benefit paid as a rule only for months of study.

Improving interest subsidies for ARA housing
The interest subsidy terms for state-subsidised affordable housing production will be improved, and making provision for rental building renovations will again be permitted within rents. At the same time, the rules, official liability and supervision concerning resident selection for rental housing will be clarified.

Limiting water billing in right-of-occupancy housing
In right-of-occupancy housing, billing based on water consumption would be used only if meters have been installed on the basis of a building permit applied for on or after 23 November 2020. The amendment would correct the transitional provision of the new Right-of-Occupancy Housing Act and maintain current practice.

Reforming right-of-occupancy housing and resident selection
The application system for right-of-occupancy dwellings will change so that resident selection switches to a single nationwide, fixed-term queue number. At the same time, residents' opportunities to exert influence in companies will be increased, and relinquishing right-of-occupancy buildings facing financial difficulties will be accelerated.

Reforming interest subsidies for affordable housing
The terms and repayment schedule of interest-subsidised loans for state-subsidised rental and right-of-occupancy dwellings will be reformed to encourage the construction of more affordable housing, particularly in growth centres. At the same time, loan amortisation will be accelerated and the financing of housing repairs will be clarified.

Moderating costs in state-subsidised housing
Rules for setting rents and maintenance charges in state-subsidised ARA and right-of-occupancy housing will be tightened to restrain housing costs. Provisions for future renovations collected from residents will be limited, and building owners will be obligated to put major property procurements out to competitive tender.

Tightening conditions for housing allowance
Housing allowance expenditure will be cut by freezing maximum housing expenditure limits for one year and increasing the impact of income on general housing allowance. The changes will reduce the allowance received by some beneficiaries.
