Tightening housing allowance and asset limits
Asset limits and restrictions will be introduced for the general housing allowance and the housing allowance for pensioners, reducing or terminating support for households with assets. In addition, housing allowance will decrease in six cities due to a reduction in the maximum limits for housing costs.

Moving students to housing supplement
Students without children will be transferred from the general housing allowance to the housing supplement of student financial aid from 1 August 2025. The housing supplement is an individual benefit paid as a rule only for months of study.

Reforming student aid and increasing loans
The study grant for higher education students will be cut and the government guarantee for student loans will be increased, alongside students moving primarily under the general housing allowance. At the same time, the maximum aid period for higher education studies will be shortened and means-testing of student financial aid will be removed for some upper secondary students.

Pension support for older long-term unemployed
Long-term unemployed people over 60 years of age can receive pension support equal to the guarantee pension instead of the labour market subsidy until they reach old-age pension age. Recipients of the support will no longer be required to be registered as jobseekers.
