Improving pandemic preparedness
Finland will approve the updates to the World Health Organization's International Health Regulations, which improve preparedness for pandemics and other cross-border health threats. Investigations into serious workplace accidents will be provided for by law, allowing accident investigations suspended for data protection reasons to resume and be extended to agriculture. Criminalising female genital mutilation
Female genital mutilation and its preparation will be made specific punishable offences in the Criminal Code, and taking a person abroad to be subjected to mutilation will also be criminalised. At the same time, the right to bring charges for completed manslaughter will no longer be subject to a statute of limitations, and the specific provision on infanticide will be repealed.

Permanent early support for farmers
The Välitä viljelijästä support activities for agricultural entrepreneurs will be converted from a fixed-term project into a permanent statutory operating model. The services will be expanded to cover commercial fishers and reindeer herders in addition to farmers.
