Reforming unemployment funds and member protection
Rules on the governance, management qualifications and membership procedures of unemployment funds will be clarified and elevated to statutory law. Unemployed members will be able to transfer to another unemployment fund if their own fund is dissolved, placed into liquidation or goes bankrupt.

Reforming Keva's governance and membership
The governance structure of the pension institution Keva will be reformed, and the representation of the labour market organisations on its bodies will be increased. Co-operatives controlled by municipalities will be enabled to join Keva as member organisations.

Clear rules will be established in Finland on how the highest state leadership decides on providing or requesting international assistance to and from other countries. The procedure covers, in particular, assistance obligations under EU treaties as well as crisis situations requiring military force or extensive resources.
