Sending emergency warnings directly to mobile phones
Authorities will be able to send emergency warnings directly to the mobile phones of people in a danger area without downloading a separate application. The new cell broadcast system will complement existing warning channels, such as radio, television and the 112 Suomi app.

Postponing real-time emergency texting
The deadline for introducing real-time text at the Emergency Response Centre will be postponed until June 2027. Submitting emergency reports via standard text message will remain possible, and the requirement for advance registration will be discontinued in summer 2025.

Procurement and maintenance of smoke alarms in dwellings will be transferred from residents to building owners, such as housing companies. At the same time, the leadership of rescue operations, situational picture activities, and authorities' supervisory duties will be clarified.

Updating rescue services legislation and appeals
Rescue services legislation will be brought up to date in line with the new administrative judicial procedure and data protection legislation. At the same time, students at the Emergency Services Academy Finland will be granted the right to apply for leave to appeal to the Supreme Administrative Court regarding decisions concerning their studies.

Improving information access for rescue services
Rescue authorities and the Emergency Response Centre Agency will obtain broader rights to retrieve necessary information from registers held by various authorities.
