    Tightening requirements for citizenship

    The period of residence required for acquiring Finnish citizenship will be extended from five to eight years. At the same time, residence requirements will be tightened so that only time spent with a residence permit counts towards the period of residence, and the maximum time spent abroad is restricted.

    A rapid border procedure will be introduced in Finland for processing unfounded asylum applications lodged at the external border. Applicants will not be allowed to move freely within Finland during the procedure, but must remain within the designated reception centre area.

    Abolishing higher education application fees

    Applicants to higher education institutions will no longer be charged a separate processing fee when applying on the basis of studies completed outside the EU or EEA. The application process will become free of charge before tuition fees for students from outside the EU and EEA enter into force.
