Foreign companies managed from Finland will be taxed in Finland on their worldwide income in the same way as domestic companies. The reform prevents tax avoidance in situations where a company is registered abroad even though its management operates in Finland.

Employment trials for temporary protection recipients
People who have fled the war in Ukraine and receive temporary protection will be transferred to municipal employment trials as clients even before they are granted a municipality of residence. At the same time, trial municipalities will receive the authority to decide on the suitability of their clients with partial work ability to be employed by Työkanava.

Safeguarding employee rights in cross-border restructurings
Employees' rights, terms of employment, and representation rights would be safeguarded in situations where a company merges, divides, or transfers its registered office to another EEA country. Employers would be required to inform and consult personnel about arrangements well in advance of decision-making.

Reforming cross-border corporate restructurings
Finnish limited liability companies will be able to transfer their registered office to another EEA state or from another state to Finland without winding up the company. At the same time, regulation on cross-border acquisitions and divisions will be harmonised, and regulatory oversight to prevent abuses will be tightened.

Reforming cross-border social security
Workers arriving in Finland will gain access to social security and health insurance faster than before, without the requirement of an employment relationship of at least four months. At the same time, the right to Finnish social security during a temporary stay abroad will be shortened from one year to six months.

Streamlining and digitising firearms licensing
Acquisition and possession permits for firearms will be combined into a single firearm licence that can be applied for electronically, and the aptitude test for licence applicants will be abolished. The requirement to present firearms at police stations will be curtailed, and firearms dealers will begin entering firearms data directly into the police's electronic system.
