Reforming health and social services fees
The legislation on client fees for health and social services will be comprehensively reformed and brought to the statutory level. Healthcare services for minors will become free of charge, the fee cap will be expanded, and the fee criteria for housing services will be harmonised.

Expanding frontline veterans' home services
Services supporting living at home will begin to be reimbursed for frontline veterans to the same extent as for disabled war veterans. The state will pay the costs incurred by municipalities for arranging these services.

Easing driver requirements for tourism businesses
Employees of home service and tourism businesses will no longer need a taxi driver licence for transport included in service packages. A standard driving licence will be sufficient for transport using a vehicle in the business's possession.

Extending the home care pilot
The home care pilot launched in municipalities in 2005 will continue until the end of 2018. Municipalities participating in the pilot can continue to provide social welfare home services and healthcare home nursing together.

Expanding free outpatient services for veterans
Persons disabled as a result of the 1939–1945 wars will receive health and social services outpatient care free of charge with a degree of disability of just 10 per cent. The change will make it easier for elderly disabled war veterans to live at home both in Finland and in Sweden.
