    Reforming basic education in the arts

    Basic education in the arts will move to a single national syllabus, and applicants under the age of 18 will be given priority in student admissions if there is competition for places. At the same time, the criteria for central government transfers for the provision of education and cooperation between educational institutions will be reformed.

    The exemption of educational services from value added tax (VAT) will be tied clearly to Finnish legislation. As a result, foreign fee-charging degree programmes sold in Finland will become subject to VAT in the same way as equivalent domestic education.

    Transferring evaluation and examination bodies

    The Finnish Education Evaluation Centre and the secretariat of the Matriculation Examination Board will be transferred to become separate units within the Finnish National Agency for Education from the beginning of 2018. The Finnish National Agency for Education will provide the administrative and support services for the units, but the actual evaluation and examination duties of the units will remain independent.

    The Finnish Education Evaluation Centre will obtain the right to receive confidential information needed for its evaluations free of charge. This will enable reliable evaluation of, for example, learning outcomes and equality among pupils receiving special support.
