Tuition fees for non-EU students
Tuition fees will be introduced for upper secondary students arriving in Finland from outside the EU and EEA. In addition, commissioned vocational education and training can be sold to employers also for Finnish and other EU citizens.

Digital education and career planning service
A new national digital service, Osaamispolku, will be established in Finland to support citizens in their education and career choices and in developing their competence. The service will bring together education and labour market data and offer AI-based suggestions according to the user's interests and skills.

Consumer protection for personal services
Clear rules will be added to the Consumer Protection Act for situations where a service provided to a person is delayed or defective. Consumers will receive stronger rights to price reductions, damages and free cancellation of services, for instance in the event of illness.

Harmonising VAT on educational services
The exemption of educational services from value added tax (VAT) will be tied clearly to Finnish legislation. As a result, foreign fee-charging degree programmes sold in Finland will become subject to VAT in the same way as equivalent domestic education.

Reforming integration services and responsibilities
Immigrant integration services will be reformed and aligned with regional administration and health and social services. Primary responsibility for regional integration and employment services will be transferred to the regions, while municipalities will continue to be responsible for local basic services.

Permitting commissioned IB education
General upper secondary schools will be able to sell education leading to an IB diploma as commissioned education for students coming from outside the EU and EEA. The costs of the education will be covered by the commissioning body, such as another state, organisation or company.
