Employees will also be able to use the tax-exempt culture benefit to pay for live online cultural and sporting events. In addition, tonnage taxation for vessels will be clarified and the transfer of losses in mergers of municipalities and joint municipal authorities will be permitted.

Financial support for voluntary municipal mergers
The state will resume paying financial support to municipalities that merge voluntarily. In addition, any losses in central government transfers resulting from a merger will be compensated to the new municipality for a fixed period.

Adjusting parliamentary election constituencies
Parliamentary election constituency boundaries will be amended to align with new regional and municipal boundaries. Residents of four municipalities will vote in a different constituency than before as a result of the change.
