Medicine savings and deregulating self-care medicines
Prices of prescription medicines and pharmacies' gross margins will be cut, and the basis for determining the pharmacy tax will be reformed. At the same time, certain low-risk self-care medicines will be permitted for sale outside pharmacies and pharmacies will be given the right to deviate from prescriptions in situations of availability disruptions.

Expanding the Kanta medication list
The Kanta services medication list will begin compiling over-the-counter medicines, periods of institutional care, and professionals' observations on patient medication in addition to prescription drugs. The reform improves medication safety and gives both healthcare staff and patients an up-to-date overall picture of the medicines in use.

Reforming Kela's governance and executive assistance
The selection procedure and terms of office of Kela's top management will change, and the institution's auditing will be transferred entirely to professional auditors. Kela will be able to provide executive assistance and IT system services to other authorities during serious disruptions.

Reforming client data and medication lists
Rules on the processing of client data in health and social services will be compiled into a single new act and aligned with the EU General Data Protection Regulation. The reform will also enable the introduction of an up-to-date national medication list.

Expanding nurses' prescribing rights
Nurses who have completed supplementary training will be able to prescribe medicines on a limited basis also in home care, specialised medical care and publicly outsourced services. The change will speed up patients' access to care and free up doctors' working time for more demanding tasks.
