Social security agreement between Finland and Japan
Finland and Japan are introducing a social security agreement that clarifies pension and unemployment insurance for workers moving between the two countries. Workers and companies will avoid double insurance contributions, and pension entitlements accrued from one country to the other will be secured.

Improving working conditions for posted workers
The terms of employment and remuneration of workers posted temporarily to Finland by foreign companies will be harmonised to correspond more closely to those of domestic workers. At the same time, employers will be obliged to reimburse workers' travel and accommodation costs and to submit employee-specific details to the authorities.

Reforming seasonal worker and specialist permits
Separate acts will govern the permits and rights of seasonal workers from outside the EU and workers transferred within multinational companies. Workers will be guaranteed equal treatment in terms of employment conditions and access to public healthcare during their stay in Finland.

Notification requirements for posted workers
Foreign companies must notify the occupational safety and health authority of workers they post to Finland before work begins. A negligence fee may be imposed for failure to submit the notification.

Enhancing oversight of posted workers
Oversight of the working conditions of workers posted to Finland by foreign companies will be tightened by introducing a mandatory advance notification. Instead of criminal fines, direct administrative negligence fees that can also be collected from abroad will be imposed for breaches of obligations.
