Reforming family leave and parental allowances
Parental leave and parental allowances will be divided equally between both parents, and leave can be used flexibly until the child reaches the age of two. In addition, employees will be entitled to five days of annual carer's leave to care for a close relative.

Expanding coeliac and special care allowances
Children under 18 with coeliac disease will receive basic disability allowance from Kela, and parents of a seriously ill child will be able to receive special care allowance until the child's 18th birthday. In addition, the medical statement requirements for applying for disability benefits will be eased.

Temporary support for unpaid coronavirus absences
Temporary support will be paid to employees who have had to take unpaid leave to care for a young child at home due to coronavirus recommendations. The support will also be available to employees arriving in Finland from abroad who are absent from work without pay because of a two-week quarantine.

Child home care allowance residence requirement
Eligibility for child home care allowance will require at least three years of residence in Finland, and the allowance will be paid only to a parent who personally provides the primary care for the child. The change encourages immigrant families to enrol children in early childhood education and care and to access integration services and the labour market.
