Drivers will be able to prove their right to drive in traffic enforcement using a smartphone mobile application alongside a physical driving licence. In addition, driving licences issued in the Faroe Islands and Greenland will allow temporary driving in mainland Finland.

Centralising machinery engine supervision at Trafi
Type-approval of internal combustion engines for machinery and market surveillance of their emissions will be centralised under the Finnish Transport Safety Agency (Trafi). At the same time, breaching engine emission requirements and tampering with emission measurements will be made punishable.

Transferring vehicle technical regulations to Trafi

Shipowners will bear strict liability for the removal and costs of a hazardous wreck resulting from a maritime accident. The authorities will be able, if necessary, to remove the wreck at the owner's expense and recover the costs directly from the insurance company.

Reforming alcohol interlock regulation
Separate acts concerning alcohol interlocks will be replaced with a new, unified Act on Alcohol Interlocks and amendments to the Driving Licence Act. At the same time, arrangements for supervised driving rights will be eased by removing the obligation to periodically download alcohol interlock usage data.

Insurance companies offering motor liability insurance will be charged a 1 per cent road safety fee paid into the state budget. The revenue collected will be used to fund road traffic safety work and accident investigation.

The Aviation Act would be amended to align with new EU rules on aviation safety occurrence reporting and airport noise management.
