Child home care allowance residence requirement
Eligibility for child home care allowance will require at least three years of residence in Finland, and the allowance will be paid only to a parent who personally provides the primary care for the child. The change encourages immigrant families to enrol children in early childhood education and care and to access integration services and the labour market.

Reforming immigration data protection rules
The processing of personal data on immigration will be consolidated into a single new act and aligned with the EU General Data Protection Regulation. At the same time, partial automation of decision-making will be enabled for the Finnish Immigration Service (Migri).

Subsequent asylum applications and applicants' right to work will be restricted to prevent individuals who have received a negative decision from delaying their removal without grounds. At the same time, it will be made easier for foreigners who have already worked in Finland for a year to move to a new sector.

Streamlining residence permits for researchers and students
Entry and residence permits for researchers, higher education students and trainees from outside the EU will be streamlined. At the same time, their mobility between EU countries and their opportunities to stay in Finland to work will be facilitated.

Lowering unemployment benefits for immigrants
Unemployed immigrants to Finland will be paid an integration subsidy that is 10 per cent lower than the labour market subsidy for a maximum of three years. The change aims to curb public expenditure and reduce Finland's pull factors.
