The right of adult undocumented migrants residing in Finland to non-urgent public healthcare will be restricted. The right to urgent care, pregnancy-related services and healthcare for children will remain unchanged.

Tightening requirements for citizenship
The conditions for obtaining Finnish citizenship will be tightened and the grounds for loss of citizenship expanded. Obtaining citizenship will require, among other things, independent means of support and a longer period of good conduct following offences.

Applying for residence permits based on employment and entrepreneurship will become faster and smoother, with the target of an average processing time of one month. Reliable employers will be able to apply for certification, which will lighten and speed up permit processes for their employees.

Stricter penalties for breaching entry bans
Entering Finland in breach of an active entry ban can result in a prison sentence. Offences will move from police fine proceedings directly to court proceedings.
