Correcting rescue service administrative reviews
Decisions taken by a wellbeing services county rescue authority will continue to be subject to a request for administrative review before an appeal can be made to an administrative court. The amendment rectifies a technical error left in a previous legislative amendment.

Introducing administrative review for work permits
Applicants will be able to request an administrative review free of charge directly from the Finnish Immigration Service (Migri) for decisions concerning certain work-based residence permits and the EU Blue Card. The amendment will enable automated processing of applications and speed up the issuance of permit decisions.

Reforming visa reviews and DNA sampling
Processing of requests for administrative review of negative visa decisions will be transferred from missions abroad to the Ministry for Foreign Affairs, and a fee will be charged for processing. The applicant will be able to take the DNA sample required for a residence permit themselves under official supervision, without a healthcare professional.

Streamlining appeal procedures in business matters
Appeals against decisions in the administrative branch of the Ministry of Economic Affairs and Employment will be streamlined by expanding the use of requests for administrative review and leave to appeal. In a larger number of matters, a review must first be requested from the decision-making authority, and appealing to the Supreme Administrative Court will require leave to appeal.
