Expanding small alcohol producers' retail sales
Small producers of alcohol will be permitted to sell all of their own products, such as spirits and grape wines, directly from the production site to customers for takeaway. The previous separate rules for farm wine and craft beer will be abolished and replaced with a single common rule.

Raising grocery store alcohol limit to 8 per cent
Grocery stores and kiosks would be permitted to sell fermented alcoholic beverages of up to 8.0 per cent alcohol by volume, such as strong beers, ciders and mild wines. Distilled mixed drinks of equivalent strength will remain available only at Alko.

Raising alcohol tax
Taxation of alcoholic beverages will be increased from the beginning of 2021. This will raise retail prices of alcoholic beverages in shops and restaurants by an average of just over 2 per cent.

Lowering beer tax and raising other alcohol taxes
The excise duty on beer will be reduced, while taxes on wines, spirits and intermediate products will be increased. As a result of the changes, the price of beer will fall slightly, whereas the prices of other alcoholic beverages will rise.

Grocery shops and kiosks will be permitted to sell alcoholic beverages with an alcohol content of up to 5.5 per cent, and regulation of restaurant serving hours and licences will be eased. In addition, microbreweries will be granted the right to sell craft beers they produce directly from the production site.

Raising the threshold for low-alcohol beer
The upper limit of the reduced tax category for low-alcohol beer will rise from 2.8 per cent to 3.5 per cent. Small producers will also be allowed to self-certify the small producer status required for EU exports.

Raising excise duty on alcohol
Excise duty on alcoholic beverages would be increased by an average of around 10 per cent, which would raise retail prices by an average of 5 per cent. The objective is to increase central government tax revenue and reduce alcohol consumption and alcohol-related harm.
