Centralising hospitals and emergency services
Finland's hospital network and round-the-clock emergency services will be concentrated into fewer units to ensure adequate staffing and funding. Each wellbeing services county will as a rule have only one hospital with a multidisciplinary round-the-clock emergency department and round-the-clock operating theatre readiness.

Permitting surgery without round-the-clock emergency services
Hospital districts will be able to organise and purchase elective surgery also in units that do not have round-the-clock joint emergency services. Strict quality requirements related to patient safety and emergency preparedness will nevertheless be set for these operations.

Transferring consumer advisory services to KKV
Consumer advisory services will be transferred from local register offices to the Finnish Competition and Consumer Authority (KKV) from the beginning of 2019. For consumers, advisory services will remain unchanged and free of charge.

Transfer of financial and debt counselling
Responsibility for organising financial and debt counselling will be transferred from municipalities and the Regional State Administrative Agencies to state legal aid offices. The content of the advice provided to citizens will remain unchanged, but the availability of services and online transactions will be harmonised across the country.

Direct occupational healthcare reimbursement for entrepreneurs
Entrepreneurs will be able to have Kela's occupational healthcare reimbursement paid directly to a private service provider without applying for it retrospectively. In addition, information that the annual copayment ceiling for Kela taxis has been reached will be transmitted electronically to dispatch centres immediately.
