Extending the last pension institution principle
Pension applicants will receive their earnings-related pension through a single decision even when their career includes working at the Bank of Finland or in Åland's public sector. In addition, pension institutions' access to health data will be sped up by enabling electronic retrieval of data directly from the Kanta services.

Reforming survivors' pensions
Surviving spouse's pensions will become fixed-term and will also be extended to long-term cohabiting partners who have a minor child in common. The upper age limit for an orphan's pension under an earnings-related pension will rise from 18 to 20 years.

Transferring artists' survivor pensions to Keva
A separate act will be enacted on survivors' pensions payable to relatives of recipients of supplementary artist pensions. The granting of survivors' pensions will be transferred from the Ministry of Education and Culture to the pension provider Keva.

Cutting national pension index-linked benefits
National pensions and several other social benefits will be reduced from the beginning of 2017. Social assistance will not be cut, however, as its level will be safeguarded through a separate increase.

Lowering Kela's pension liability coverage
The minimum funding level for Kela's staff pension liability will be gradually reduced from 41 per cent to 30 per cent by 2038. The change adapts funding to match the level of the rest of the pension system as old supplementary pension liabilities are phased out.
