Extraordinary index increase for basic benefits
An extraordinary increase will be made to several social benefits received by low-income people and to social assistance as of 1 August 2022 due to accelerated inflation. The change will improve the purchasing power of benefit recipients in a situation where food and energy prices in particular have risen sharply.

Temporarily waiving the unemployment waiting period
Unemployment benefit will be paid to people who become unemployed or are laid off immediately from the first day, without a five-day waiting period. In addition, the adjustment of business income will be temporarily facilitated.

Launching a two-year basic income experiment
A basic income experiment will be carried out in Finland in 2017–2018, in which 2,000 unemployed persons will be paid a tax-free basic income of 560 euros per month. The experiment will investigate whether an unconditional basic income promotes employment and reduces incentive traps in social security.

Lowering unemployment insurance contributions in 2019
Unemployment insurance contributions for 2019 will be lowered for both employees and employers. The employee contribution will fall to 1.5 per cent and the employer's lower contribution to 0.5 per cent of payroll.
