Updating the international postal convention
Finland will approve and bring into force the updated Universal Postal Convention of the Universal Postal Union. The convention lays down common rules, liabilities and charges for international postal services.

Reforming international postal traffic rules
Finland will adopt the rules of the Universal Postal Union's revised Universal Postal Convention in international postal traffic. International letters containing goods will be separated from documents and subject to their own charges and a barcode requirement.

Rules on competitive tendering in public procurement will be reformed and procedures streamlined by making them more flexible and electronic. Participation in competitive tendering by small businesses will be made easier and the supervision of procurement will be enhanced.
