Reforming eastern border fence compensation
Compensation paid to landowners for permanent barriers and the barrier fence in the border zone will be decided by an expropriation committee of the National Land Survey of Finland instead of the Finnish Border Guard. The powers of the Finnish Border Guard concerning covert intelligence gathering will be reformed and aligned with the provisions of the Police Act and the Coercive Measures Act. Telecommunications surveillance permits will be granted directly in respect of a person, and covert intelligence gathering on information networks will be possible with a lower threshold.
