Enhancing border security and building barriers
The Finnish Border Guard will gain new means to respond to border disruptions and hybrid influence operations that exploit migration. If necessary, the Government may centralise the application for asylum to specific border crossing points, and fences and other barriers may be built on the eastern border.

Expanding national defence shooting training
Firearms and cartridges of the Finnish Defence Forces and the Finnish Border Guard will be permitted for use in shooting training organised by the National Defence Training Association of Finland under authority supervision. At the same time, voluntary national defence training opportunities and international exercise cooperation will be increased.

Official abolition of local districts
The obsolete division into local districts and the related Act on the Principles for Developing State Local Administration will be repealed entirely. Police departments' operating areas will be defined directly on the basis of the division into regions and municipalities instead of local districts.

Participation in EU border forces
Finland will align its legislation with the EU regulation on the European Border and Coast Guard. Finnish authorities will participate in the EU joint standing corps and be able to disclose information to Frontex, the European Border and Coast Guard Agency.

Legislation on personal data in the Finnish Border Guard will be reformed to meet European Union data protection requirements. Regulation will be based on data purposes rather than separate registers, and data controller duties will be centralised at the Headquarters of the Finnish Border Guard.

Airlines would be required to disclose their passenger data to the authorities for the prevention of terrorism and serious crime. The data would be processed by a joint passenger information unit of the police, Finnish Customs and the Finnish Border Guard.

The powers of the Finnish Border Guard will be expanded in incidents during normal conditions, in counter-terrorism and in maintaining border security. Aligning customs legislation with EU rules
