Expanding and speeding up fine proceedings
The police and prosecutors will be able to resolve more clear-cut criminal cases directly with fines without district court proceedings. At the same time, undisputed claims for damages and substance testing costs can also be settled within the procedure.

Clarifying collection of fines and penalties
The recovery of fines, infringement fees and other administrative sanctions and the limitation rules will be harmonised. At the same time, the penal demand procedure used in fining will be abolished and the recovery of crime damage compensation will be centralised to the Legal Register Centre.

Converting repeated fines into imprisonment
Unpaid fines of persons repeatedly committing fine-level offences, such as shoplifting, can in future be converted into imprisonment. If a person has received at least six fines in the preceding year, new offences will be dealt with directly in court instead of through the summary police penal order procedure.

Drink-driving fines and police driving bans
Clear drink-driving cases will be transferred from courts to faster fine proceedings, and the police will begin imposing all driving bans. At the same time, the consent procedure for fine proceedings will be streamlined and the fined person's right of appeal to a court will be expanded.

Increasing day, fixed and corporate fines
The amounts of day fines, summary penal fees and corporate fines imposed for offences and traffic violations will be increased significantly. The increases aim to generate tens of millions of euros in additional annual revenue for the state.

Implementing the new fine procedure
The handling of minor criminal cases outside the courts will be reformed as the new fine and petty fine procedure is brought into force. The police, Finnish Customs and the Finnish Border Guard will be able to impose fines directly for certain offences with the suspect's consent.

Cancelling the expansion of fine conversion
A previously decided legislative amendment to expand the conversion of unpaid fines into imprisonment is repealed before it enters into force. Cases involving repeat fine recipients will therefore not begin to be processed more extensively in the courts for conversion into imprisonment.
