Allowing two joint emergency departments
The wellbeing services counties of Lapland and South Savo will be permitted to maintain two round-the-clock hospital emergency departments indefinitely without the previous time limit. In addition, the provisions on the choice of treatment facility will be clarified.

Separate compensation for hospital emergency services
The state may start paying separate compensation to the wellbeing services counties of Lapland and South Savo for additional costs arising from maintaining two round-the-clock hospital emergency departments. The objective of the support is to help ensure the continuation of 24-hour emergency services at the Kemi and Savonlinna hospitals.

Streamlining pharmacy establishment and medicine supply
Establishing new pharmacies will be made easier and pharmacy owner handovers will be accelerated. In addition, care homes and sheltered housing units will be allowed to maintain a limited shared medicine stock for residents' unforeseen acute needs.

Standardising health and social service registration
Public and private health and social service providers will be subject to common operating rules and a registration procedure. All operators will have to register in a national register before starting operations.
