Raising reduced VAT to 14 per cent
Value added tax (VAT) on medicines, books, passenger transport, and cultural and sports services will rise from 10 per cent to 14 per cent at the beginning of 2025. At the same time, the tax rate on menstrual products, children's nappies and incontinence products will fall from 25.5 per cent to 14 per cent.

Extending halved fairway dues
The halving of the fairway dues charged on merchant vessels will continue in 2024–2027. The change will prevent an increase in maritime transport costs and support the competitiveness of the export industry.

Organising port service supervision and complaints
Traficom (the Finnish Transport and Communications Agency) will begin handling complaints relating to the application of EU port services regulation. The agency will be granted the right to obtain necessary information from port operators and to impose sanctions for breaches of the rules.

Informing passengers about animal diseases
Passenger transport and postal operators will be required to provide passengers with information on serious animal diseases and movement restrictions relating to them. At the same time, Finnish Customs will be granted the right to carry out animal disease control inspections independently as executive assistance.

Securing port security screening
