Faster entry for specialists and students
Finland will introduce a long-term visa for students, researchers, corporate executives and employees of certified employers, as well as their family members. Under the reform, individuals granted a residence permit could travel to Finland immediately without waiting for a residence permit card.

Reforming personal identity codes
Foreign nationals will be able to obtain a Finnish personal identity code more easily and quickly than before, for example through electronic remote registration. In addition, new personal identity codes will no longer indicate gender, and personal identity codes may no longer be used alone to identify a person.

Stricter penalties for breaching entry bans
Entering Finland in breach of an active entry ban can result in a prison sentence. Offences will move from police fine proceedings directly to court proceedings.

Faster entry for specialists and startups
A new long-term D visa will be introduced in Finland for specialists, startup entrepreneurs and their family members. The visa will enable them to travel to Finland and start work immediately after being granted a residence permit, without waiting for the residence permit card to arrive.

Transferring EU extradition requests to prosecutors
Extradition requests made from Finland to another EU member state for the enforcement of a prison sentence will become the responsibility of prosecutors. The Criminal Sanctions Agency will continue to prepare the cases, but the official request will always be made by a prosecutor.
