Civilian crisis management recruitment and leave
The statutory right to leave of absence for public sector employees participating in civilian crisis management will be limited to a maximum of three years over a five-year period. At the same time, certain posts can be reserved exclusively for first-time applicants in order to broaden the pool of experts.

Reforming civilian crisis management administration and employment
The Crisis Management Centre will be transferred from under the Emergency Services Academy directly to the Ministry of the Interior, and civilian crisis management will be separated more clearly from international rescue operations. At the same time, terms of employment and compensation for experts working abroad will be improved.

Participation in NATO's Iraq training mission
Finland will approve an agreement enabling Finnish soldiers to participate in a NATO-led training mission in Iraq. The mission supports and trains Iraq's own security forces without participating in combat operations.

Improving military and crisis management compensation
Accident and illness cover for persons performing military service and serving in crisis management operations will be improved. The exceptional conditions of service will be taken into account better in compensation, and participants in civilian crisis management will receive the same comprehensive cover as peacekeepers.
