At the same time, the procedure for the annulment of decisions on unemployment security will be streamlined, and the provisions on leaving disability pensions in abeyance will be extended.

    Sickness allowances and rehabilitation allowances will be cut for those earning more than 27,633 euros a year, and health insurance contribution liabilities will be transferred from the central government to employers and insured persons. The changes will strengthen central and local government finances, and they will apply from 1 January 2025.

    Clarifying insurance physician opinions

    More detailed requirements will be set for assessments by medical advisers at insurance institutions and Kela (the Social Insurance Institution) so that the medical grounds for benefit decisions are easier for applicants to understand. In occupational accident cases, compensation may be granted without a separate medical assessment if the claim is approved in full.
